Charged $30 to Run New Cable From Street to Home

Comcast came out to fix a problem in the cabling leading from the street to my home. They had to pull new cable from the street underground to the box on the outside of my home. They subsequently charged me $30 for the job. I contend they are responsible for the cabling outside my home (just like the phone company).
