I gave t-mobile 19.99 for a battery replacement and they never placed the order and took the shipping&handling and put i towards my bill that i had just paid, instead of refunding my money back to me

And order was placed with t-mobile for a battery on 3/15 and i paid 19.99 for shipping&handling, however the order was never placed and they kept my money and put it towards my account instead of refunding it back to me. I had just paid my bill so there was no balance, they just took my money and did what they wanted to do with it and then when i contacted them they said but your bill will be lower next month thats not the case the money was not for my bill.
