They will not issue a refund

I have attempted on three separate occasions, including talking to a manager the last time, to get my refund for money I pre-paid but never used. They promised and promised that they submitted the refund, but I have never received it. They are supposed to credit my credit card. Now I just get hung up on when I call the number. Their prepaid calling service, which was charged to my credit account on December 6.
