Account Debited Without Permission for Honda Accord Lamp Refund

I sold a head lamp for a 92 Honda Accord to someone on eBay. It was bubble wrapped, marked as fragile and had the appropriate shipping insurance. The buyer then contacted me and said it was broken upon opening.

I told him he was welcome to either A. return it to me or B. claim insurance at UPS. He refused both and told me that it was my fault and that I should claim the insurance at UPS and mail him the money.

I went to UPS and they said I needed the package and the broken item in order to claim it. I then emailed the buyer, and he stated that he would not send it back. So I told him I could not claim insurance unless he returned it.

I also offered him the option of taking a picture of the original lamp he had in the car that he needed to replace and of the lamp I had sent him that was claimed to be broken, and I would refund him out of my own pocket.

He refused to do that as well, leading me to think that he was trying to scam me. I told him there was nothing I could do if he refused to A. return it, B. claim insurance since he had the lamp, or lastly C. take a picture of mine and his original and email it to me.

He then stopped contacting me for about two weeks and filed a complaint with PayPal. He apparently told them that I would not contact him back, which was not true, as I had the emails saved. PayPal immediately made a withdrawal from my bank account without my authorization and paid the buyer back with no contact to me whatsoever. This also caused my bank account to be overdrawn, and my bank charged me fees for this.

I am now out almost double what I sold it for, I have no lamp returned to me, and PayPal refuses to look into the issue or help me in any way.
