Ripoff and one-sided complaint process

I am disputing the negative balance in my PayPal Account. On 01/25/05 I received e-mail from eBay, stating that the seller that I won an item from is suspended and the eBay e-mail said that eBay does not encourage me to go through with the transaction. I put a stop payment order on my bank account to stop payment to the seller through PayPal.

On 01/26/05 I received e-mail from PayPal telling me to fund my bank account, re-attempt to pay seller $83.00 will be done in 3 days. I e-mailed back explaining about the e-mail from e-Bay, seller is suspended, and that the e-mail discouraged me from completing the sale. I received a reply from a Linda (which I have since found out is atrtificial intelligence automation) at PayPal on 01/29/05 that didn't even address the issue so I replied back on 01/29/05 stating, DO NOT RE-ATTEMPT TO DEBIT MY BANK ACCOUNT, PAYMENT TO SELLER HAS BEEN STOPPED and the reason why payment was stopped. No reply back to me from PayPal so I assumed that this matter had been taken care of.

On 02/01/05 I received an e-mail from PayPal stating that payment has been made to the seller from PayPal and I now have a negative balance.

Today 03/01/05 I receive an e-mail from PayPal that the case has been resolved and closed and cannot be reversed because the seller has given proof that he shipped the product to me. He has not shipped anything to me except a letter by certified mail that has the same tracking number that he provided to PayPal.in the letter was a small slip of paper telling me that I would get my product - sometime.

I have no product, a negative balance in my PayPal account, and a lot of frustration over this because I made it clear that I did not want to go through with the transaction, I took all steps necessary to notify PayPal not to transfer the money from my account, I stayed right on top of the correspondence and the issue is still not resolved.

PayPal did not bother to check with me prior to closing the complaint to see if I had actually received the product or if anything new had happened on the issue. Their complaint procedure is all one sided. A person cannot add anything to it, advise of new developments, or even appeal a case that is closed with no resolution for the person complaining. I am not reimbursing PayPal for the $83.00 that they paid to the seller in spite of my numerous e-mails to them trying to stop the transaction. This issue is not resolved. I have also filed a complain with the BBB.
