$359 refund denied after software DVD returned, eBay purchase

I purchased some supposedly new, in-the-box software on eBay and used my PayPal account to pay for it. The software was sent on a DVD with no box and no title on the software, and it would not open and play on my DVR or computer. It seemed to be a knockoff, or maybe just a blank DVD. I filed a dispute with PayPal. At PayPal's instruction, I sent the package back to the address THEY gave me (which was different from what eBay had in their records for the seller) using a P.O. Delivery Confirmation. After 16 days, PayPal notified me that my tracking information was invalid, closed the case, and did not refund my $359.00. I sent them all the tracking info I had, which came from the P.O., and they still closed the claim without refunding my money.

It was obvious from the get-go that this was a bad sale. The seller never responded to my emails, and the DVD (which should have been a CD to use on my computer) came very late from someone different from the seller's name that eBay listed. Of course, it was a knockoff.

PayPal is a ripoff.
