Funds Taken for Buyer Dispute on Insured $300 Package

I have sold on eBay for over 4 years and have used PayPal as a payment method. About 90% of my customers pay me with PayPal. All my eBay listings offer the option to insure packages, should the buyer choose to accept that.

On Oct. 28, without any warning or prior information, I got a "Temporary Hold For Buyer Dispute" in the amount of $300.00. It was a payment I received from a customer who chose to have the item insured by the U.S. Postal Service for $300.00, and it was insured at the time of mailing. I went to the post office web site at www.usps.com to locate the package with the insurance receipt I had, but I was unable to get any results. I went to the post office directly, and they informed me it was delivered. I asked where and when.

They told me it was delivered in the state of KY. I was even more confused because the destination address was in CA, not KY, and they had no idea how that happened or why it was sent to another place. They told me I need to fill out a "Claim Form" to recover the insurance money, but according to their rules I had to wait 21 days after the date of sending in order to file. I tried to explain this to the buyer, and that is when he put in a claim with PayPal. PayPal then took $300.00 from my account and refunded it to my customer, who is also getting the insurance claim money of $300.00 from the U.S. Postal Service.

I once again tried to explain to PayPal, but due to all the lazy people they have working for them, none of them were able to get up and check whether the package I sent was indeed sent. What no one has been able to answer for me is why, if a package is sent insured by the U.S. Postal Service, PayPal is sticking its nose in where it is none of their concern. Also, looking at my track record of over 4 years, this has never happened before.
