Seller Mailed Empty Insured Envelope Instead of $600 Earrings

Melinda Maher contacted me after an eBay sale of diamond earrings she was selling "fell through." She sent me an invoice with PayPal so as not to have to pay eBay fees. I paid her $600, then another $20 for insured shipping. She mailed me an empty $1000 insured envelope, which I opened in front of the postmaster because I had to sign for it.
The Post Office noted that the envelope had been tampered with prior to being brought to the post office, because the repair tape was under the insurance sticker they apply at the post office counter with the customer there (I have this letter). It seems an insurance scam was under way. When I contacted her, she "didn't know what happened." Miraculously, I have emails where she finds the earrings and then blames her ex-husband and says her kids were involved. She tells me that since all this has happened, maybe she should now keep them and refund my $620. Well, she promised in each email thereafter to refund me.
No refund, no earrings, and PayPal cannot help no matter what evidence you have. Emails admitting it and a letter from the federal government were not enough, because they can only help with an eBay purchase under their Protection Policy.
