Steam, a complete waste of time

Having purchased Borderlands 2 as well as all the downloadable content at present, having spent $60, I am unable to even start this game! Since the last update, I have been unable to play Borderlands2. Thus far, tried every conceivable advice to fix this problem, every time I try and start the game, Steam indicates that servers are busy after completing installation with an Error 53 code. Having logged a ticket query with my problem, Steam are yet to respond 72 hours later!
Steps I have done to date:
1) Disabled all anti-virus (Only Anti-virus I have is Windows Defender)
2) Disabled Firewalls
3) Disabled all background services
4) Started in Safe Mode
5) Verified the game cache (every time I do this, Steam indicated 1 file is missing and downloads a 656 byte file)
6) Formatted my PC and reinstalled Windows 7 Home Basic and reinstalled Borderlands 2 as well as re-downloaded all DLC's.
7) Deleted all Local Content and re-downloaded all DLCs
8) Changed Download regions
9) Deleted steam and reinstalled Steam
10) Ensured Steam is run in admin mode
11) Ran sfc/scannow in admin console mode

This is becoming increasingly frustrating as the game is essentially a dud due to Steam!
