Discriminatory practices issuing credit - Costco/Amercan Express card

I just signed up for the Executive Membership at Costco and applied for an American Express card there. I was the primary cardholder; my husband was the secondary cardholder. I had all interaction with Costco staff, not my husband. However, American Express determined that my husband should be the primary cardholder and will not let me complete the application process by phone. American Express doesn't even have my name in its system. Using discriminatory practices tarnishes your brand, American Express. Many women like me bring in substantial household income and I'm sure your own research shows that women control the majority of household spending. American Express should join the current century and people should stop using the card until it does.
