Package to Andorra Held in Paris Since July 22

On Jul. 6 my package was collected by FedEx in Miami, Fla., for delivery to me in the Principality of Andorra. Today is Oct. 6, 2011, and my package has been in Paris, France since Jul 22. Still, after some twelve (12)!! telephone calls to "International Trace," I am always assured my package will be forwarded to me, but there are no return calls and no contact at all.
The details state: "Fedex holding package. Shipment exception."
