Camera shipped to Brazil held until $1,386 is paid

I am in Brazil, South America. When the adoption of a little girl is complete, we will be returning to Idaho, USA. I bought a Nikon camera in the USA and had my brother send it to me here in Brazil by FedEx Express 3-day shipping at a price of $486.00 US dollars. The package contained only the camera and my personal mail from my home in Idaho.

I followed the tracking of this item, and the next day it was in Campinas, Brazil, and there it sat. After 5 days I called FedEx in the USA, and they told me to call the Brazil office. On the 6th day I called, and they told me that the package was very slow in being released from customs and that they are receiving many packages a day. I complained because I paid extra for 3-day shipping. The lady on the other end said, "Please have patience."

Two weeks later I noticed on the tracking web site that it was released for delivery. I called again, for about the 12th time, and they said it would be here that night. I asked if there was a problem, and they told me no problems. I asked if I would be able to get it when the package arrives, and they said yes, there are no problems. The next morning I called again, and it was the same thing: no problems, and I would get my package in the afternoon.

The delivery van arrived with the box, but they told me I had to pay R$3,018.65 Reais ($1,818.75 US dollars), of course in cash, for just a camera and personal mail, which is all that is in the package. After I called FedEx in Campinas, Brazil, again, I was told that I either pay this amount or I will lose the package and all contents inside. I said I cannot pay this amount and that they need to send it back to my brother in Idaho. I was then told that I had to pay the return charges and also the taxes on the package, over $1,200.00 US dollars.

Now, 2 1/2 months later, I still do not have the package, and it has not been returned. Today the FedEx Office called me and, being very nice, lowered their figures by $500.00, so now I need to pay $1,386.00 to receive the package. I only know that I want the package and that I should not have to pay such a ridiculous price. What can I do? Thanks, and I hope I can get some help.
