No refund of delivery fee - All Services (delivery, fruits, Service & etc.)

Even though they failed to make delivery, or attempt to leave with anyone else in the apartment complex, I was charged a delivery fee. The receipient had to go pick up the delivery, yet I received no refund. They absolutely refuse to work with anyone on complaints.
