Ups delivery sux

I had 2 packages that was going to be delivered to me. The first attempt, the delivery guy did not leave an info notice. The second attempt, the delivery guy ring the bell and told me to come downstairs. I came downstairs and he was gone, and this was when he left the info notice. I called UPS to get it rerouted to another location because I have waited the whole day for the 3rd attempt but the delivery guy wasn't here yet and they insist that i pay a fee to reroute it or i have to pick it up. I am very upset that UPS delivery is not trustworthy.
