Cgarged for installing a catalytic convertor when there is a government program to get it for free

I took my car to D & J Automotive on Monday, 10/11/10 because it was making a noise. They informed me that I need a new catalytic convertor. The price was $497.00. During the day a friend told me that there is a program under the governmnet emissions program to get a catalytic convertor for free. I found all the information on the internet and call D & J to inquire about the program. They said there never heard of it and that I had to pay to get my car back. I then call Kennedy Ford in Feasterville, and they told me that D & J has been in business for 30 years and they knew about the program. I called and told them this and said the information was on the internet. There answer to me was that they did not have the internet. I am now out the money and they do not care. A responsible auto repair would have advised me of the program.
