Ripoff paid $187.52 for a problem that I still have, cold starts are rough, motor light is on ripoff waste of time

I went in to complain about cold starts where missing and rough but once motor was hot there was no problem.
I told Rich, my advisor, this and it seemed like to me a tune up would resove problem. He sugested I get the dianostic test for $90.00 I declined two times then he said "you will atleast know what the problem is weather you fix it or not, and he will cut the light out.
Well $187.52 later my light is on and I still have the problem of cold stars being very rough
