Unqualified workers, And poor workmanship

On 01/13/09 I took my car in for repairs at Ice Cold Air. I was told that I needed to pay 250.00 up front. I did. And after waiting a month, on 02/06/09 I went to pick up my car only to learn that it would not stay running. This was after paying the 350.00 that was due. At that time I was told that my car would be ready on 02/07/09. Now its 2pm 02/09/09 and no one has showed at this shop. They now have my 600.00, my car and no answers. I stood outside the shop from 9am until 2pm an no one showed up. Now I find out from the business next door that this is a bootleg operation. I need so help with this one now.
