Theft of my car

Someone in the shop drove my car without reason or authorization while it was in their shop for three days for BODY WORK ONLY. I recorded the mileage and level of gasoline the morning I dropped it off for repairs while I sat in their driveway waiting for them to get to work. The repairs they did, did NOT require any test drive or driving of any kind (as verified by them), so my car should have had no additional mileage when I picked it up. BUT, IT HAD 17 EXTRA MILES and ONE/TENTH A TANK OF GAS WAS GONE the day I picked it up. I have a picture of the odometer reading that I took while I sat in their driveway before I left for home the day they finished service. Except for the absent shop workers, everyone in the office denied they drove my car. I know for a fact that the tall thin shop worker had access to gate keys because I saw him unlock the gate the morning I dropped it off for repairs. But the office workers told me they (office workers) had no reason to drive it, because the type of repairs they did, did not require a test drive!!! So WHOEVER drove it had no business driving it even ONE-HALF OF A MILE!!! I didn't get to talk to the shop workers, however. The male "in charge" of the office flatly refused - in a VERY RUDE manner - to negotiate some compensation for this, and lied about my car being driven - to Better Business Bureau, Albuquerque Police, and to ME. They claimed I wrote down the mileage the week BEFORE the repairs, when I came in for an ESTIMATE!!! They even showed me mileage THEY SUPPOSEDLY wrote down that day of the ESTIMATE, and it was MORE MILES than showed on my odometer the day I picked up my car when it was done!!! So they obviously MADE IT UP!!! Albuquerque Police told me this is THEFT! Except to make complaints such as this, there is very little recourse for ANYONE who has a complaint about businesses who obviously do things outside the LAW - and get away with it. The more people complain, the more likely some law will be put into effect to stop CRIMINALS like this.
