Rude Manager stole from me - pizza hut food rude service theft

This review is for Pizza Hut on Downlen Rd in Beaumont, TX. I ordered online and paid by credit card. Delivery was made but several items were forgotten and left at the restaurant. I called and asked for a re-delivery or to have my credit card refunded. I was hung up on 3 times by some young, rude girl after being told "no, we're not sending you the rest of your stuff and no, we won't refund you either". The fourth call, I got the manager. I told him that since he wouldn't refund my $, which was almost $20 worth of food, he was basically stealing from me. He said "yeah, I guess I am". I asked for his name so I could report him and he said "you ain't getting my name" and then he, the manager, hung up on me. I've called the 1-800 number several times to report this. Each time I'm told I will be contacted by a district or regional manager and that this dispute would be corrected. I have yet to receive any call. I keep calling back and no one will help me. I suppose I'll be filing a complaint with the BBB as well as the local police.
