Wrong payoff balance and fax problems delayed condo refinance

It was the most excruciatingly painful experience to close an account with Citibank. It started with the account payoff department, which gave me the wrong payoff balance. Then I sent a letter to request closure of the account. You can fax it over and over again, and they tell me they never got it even though you have fax confirmation.

Then came the waiting time until they actually closed my account, when all I really need is a paid-in-full letter to refinance my condo with Chase. This is after I paid off everything!!! This whole process is costing me so much money, and now I have to pay more to extend my refinancing rate offer!!! I am soooooo mad.
