Wont Let Me Close My Account charged finance fee after account was paid in full I had a -. 1 balance

I called and got a pay off. Paid it off. Called to cancel, was told 0 balance and advised not to close that they would get me a lower rate, I declined. Account was closed. MIdnight that same night I was assessed finance fees of $20.61. Account will not close with a balance.

I called to get that reversed. They said no that I did not get a payoff and that is why the finance charge. On the day that I closed my account there was negative balance of (. 01). What can I do to not have to pay this. I feel they are in the wrong.
