Locked Refinance Rate Not Honored Amid Document Demands

In May of this year, my husband and I decided to refinance our home. We searched for the best rate, and Citibank agreed to a rate that we liked and locked it in. It is now November, and although we have gotten close to closing several times (they even went as far as congratulating us and making an appointment for signing the papers), each time there was a last-minute surprise of "additional document needed." These documents are often unreasonable requests and make no sense.

It is obvious that since the rates have gone up since May, Citibank no longer wants to honor their agreement and is playing games, hoping that we will give up on the refinance. This is unacceptable!
