ATM Withdrawal of 320 Came Up 140 Short, Credit Reversed

About two months ago I went up to a CitiBank branch and used one of their ATM machines outside. I made a withdrawal for 320, but when the machine tried to spit out the bills, they got stuck and only a few corners of the bills were sticking out.

I grabbed what I could and counted it, and I was shorted 140. It was a Sunday, so the branch was closed, and I do not bank with CitiBank. I called them from the courtesy phone at the ATM machine, and they told me to file a claim with my bank.

The next day I filed a claim with my bank, and they even issued me a provisional credit. They informed me that as soon as CitiBank balanced out their machine, everything should be okay.

I didn't think anything of it anymore, since I figured everything would now be fixed. About two days ago I received an email from my bank stating they had reversed my provisional credit of 140 and it had been debited to my account. My bank said they had received all documentation from CitiBank and that the ATM machine had balanced out for the day.

This is impossible!!! Whoever is balancing out these machines needs to learn how to count, because there should have been an extra 140!!! I don't know what to do anymore... Am I just out of luck? Do I have any rights, or is there anything else I can do? Thank you for any help.
