Hidden fee of $7.95 to pay your bill on time

I just signed up for the account they said there was a $39 activation fee and a annual fee that would be $5.95 a month, but they give you free credit report and that is less than the 9.95 you pay elsewhere. I get the bill for the $39.00 pay that and a fee of $7.95 shows up. I call them and they said that is the prosing fee, I said I have to pay the $7.95 each time I pay my bill and the lady said yes, then I told her I wanted to cancel my account. She said that was no other payments I needed to make and the $39.00 would be refunded. I looked all over the account and site and there is no mention of a $7.95 prosing fee for paying your bill. My first bill is due in 10 more days, but I wanted to pay in and not have to worry about it.
