American Express Card
Ripoff Not allowing me a card on my father's account because of a past bankruptcy I had over 15 years ago

My father applied for an American Express green card and also requested one for myself. He received his card but mine was denied because American Express says I have a past balance with them from 15 years ago (1990). I told the representative that was taken care of through a bankruptcy. He said that American Express was not able to issue a card not even under my father's credit because of this outstanding debt. I think American Express is being unfair and I don't believe that under the Fair Credit Reporting Act they can deny credit to me under my father's account because of my prior bankruptcy over 15 years ago. I am not sure what to do.
