Prepaid Rebate Card from Novartis Rejected With Zero Balance

I received my Citi Visa Rewards Pre-Paid card for a rebate of $10.00 from Novartis Animal Health. I activated the card and went to the store to use it. I selected "credit" for the transaction, and the card was rejected! The cashier tried it for me, and it came up "rejected" again!
The manager then ran the card through another terminal, and it said there was "$0" (zero) dollars on it! Thank you, Citi, for mailing me a prepaid card with nothing on it...
