Rip Off Pre-Paid Cards

I received my Citi Visa Rewards Pre-Paid card for a rebate of $10.00 from Novartis Animal Health. I activated the card, and went to the store to use it. I selected "credit"for the transaction; and the card was rejected! The cashier tried it for me, and it came up "rejected"again! The Manager, then ran the card through another terminal, and it said there was "$ 0" (zero) dollars on it! Thank You Citi, for mailing me a Prepaid card with nothing on it...
