Isn't that illegal?

I do not have a Direct TV account but have recently been charged $850 for someone else's account! I am dealing with DirectTV for the first time and hate their customer service, all I get is run around. Their phone automated system is the worst I've even encountered. If you do business with this company be ware of credit card charges and horrible customer service!
