"Cottage King" Kept Security Deposit on Cape Cod Rental Even Though House Left In Better Condition Than On Arrival. Also, House Not As Advertised

We hired a home from Mr. Lehman in Chatham, MA. He promoted it to be "like-new". The area was a dump. Along with that, he held our $750 safety deposit although we quit the area in greater situation than whenever we came. He never offered any reason behind maintaining the cash (he's none), or has he actually replied to the needs that it's delivered.
