Deducts Transactions more than once

I made a cell phone payment with my Debit Card. It cleared that day. Three days later the Bank sent it through again charging me twice. The manager at the bank would not do anything about it and tried to smooth it over but would not refund the money. The Banks are ripping people off and ignoreing it like nothing is happening. Something Has To Be Done!
