Ripoff changed my calling plan without my permission, stuck me on a toll call plan, sent me a bill for $680

I had the unlimited nationwide calling plan with SBC and without my permission or any notification they switched me to a toll call plan, about three weeks later SBC sent me a letter stating that they had placed me on a toll plan because I had internet access. I called SBC and they stated that I could only be placed on their toll value 2000 plan, but I already had a $300 phone bill built up, I disputed this bill and was told by SBC that if I paid $192.50 it would be resolved. I called today to pay the $192.50 and SBC stated that this months bill was $680!!!
I told SBC that wasn't right and I wanted to dispute it and they told me that there's nothing to dispute and the bill was correct.
This is just a residential line, I'm not even home most of the day and I think a $680 phone bill is rediculous.
