Broken Steam Cleaner Dispute Closed After $41 Tracking Cost

I bought a steam cleaner on eBay from Texas sized deals. When it was received, it was broken and missing attachments. The seller did not respond, so I filed a complaint with PayPal for a refund. They would not let me send them the item with only signature requested; they insisted on a tracking number.
Tracking on this item cost 41.00 (the item was 57.00 with shipping), and I could not send it FedEx because they do not deliver to PO boxes. The seller did not respond to PayPal either. PayPal closed the dispute in the seller's favor anyway, because they would not let me send them the item.
They are a disgrace to the business community, but then what can you expect from an eBay owned company.
