Plan Change Not Made and $400 Bill Sent to Collections

When I switched wireless plan from unlimited to 300 min a month, I asked representative to do a switch on the next billing cycle, and rep told me that will be done. Later on I get a bill for 400$ (my unlimited talk time was 99$ / month) I was very surprised. I talked to rep and they told me that that was fixed. They told me that my change was made on the day I called about plan change, so they told me that it will be taken care. Couple months later I got the same bill with those charges (400$) so I decided that I'll send a check and forget about it, so I did it. A year later Collection agent calls me up and tells me that he was referred to me from AT&T to collect that money. The bottom line is ATT ripping people left and right on their Cell deals. Do not use ATT for anything or they will screw you. Now I am trying to resolve this issue with the collection company. Everything is because ATT rep didn't follow customer request, in those cases customer suffers, but why should customer suffer for company faults.
