Rip-off 129.95 for credit card 8 months ago, is it too late?

I received a phone call in march of '04 from a person claiming to be able to help my credit get back on track. I just had to pay the 129.95 fee and would have a five hundred dollar credit line, with only 4 percent interest. As long as I paid on time.

I later went into the hospital for an injury I received as part of a deployment, and am still undergoing treatment. I was in the hospital for three months. I came home to continue my treatment, and now I realized that the credit-card never showed up. It's been going on 8 months now, is it too late?
