Getting insurance money

I'm having great trouble obtaining the insurance cash I delivered Citimortgage, plus a complete ream of types. They essentially required the check and therefore are resting about it. Meanwhile, I've a home having a broken top from Storm Ike that I can't get fixed after nearly a few months since the cash has been kept hostage from the mortgage business. Every time I contact, I obtain a diverse run around. They inform me they're guarding their expense, however they are keeping me from fixing my home. Is there-no one that may do something about that?
