SEARS HOME IMPROVEMENT - AC outside unit

Unvelievable! My mother purchased a home AC outside unit on 2005 and city inspector failed the inspection. Noone ever notified us and now its 2013 and we are selling the property only to find out that the permit was never closed and we must reapply, repay, reinspect and bring the AC work to 2013 code. I have been calling Sears ALL DAY and no one helps, basically we are out of luck they say because the work is over 1 year and we would have to PAY to get an installer to come to the home and see what is wrong with the unti! Im in shock! We have no idea who to call now!!!
