Collectx interest on Unemployment benefits?

IT seems now in the age of computers, every business is going "online" Now in Maryland, to collect your Unempoyment benefits, you used to Call in by Sunday nite, and they would send you a check in the mail
Now, you call in on Sunday, and wait for Citibank to "Deposit" your "funds" into a "Citibank Visa" account.
Sounds pretty good doesnt it? Well, read on.
I checked my U.I. Payment and it showed "payment issued". Ok, I go to ATM to withdraw monies and get a message "0$ balance"??? I callCitibank, they tell me that they have to "verifiy" my records, before they can "release" the money.
I ask how long will that take, the lady said by "5 P.M. Est". I ask "today"? She responds, "no, it may take until Friday???"
So, my question is this, evidentally someone in the "Mind boggling" state of Maryland, must be getting some kind of a kickback from Citibank, to setup a scam such as this
