No service, no Repsonse, Incompetency - Appilcation for Change of minor Name and surname

I have applied for a name and surname change in later april and call and email aftter the other, they keep on spinning the one excuse to the other, wanting me to redo the process so they can ensure it is done? They cannot confirm whether thepaperwork is there or it being processed, all they say it is in p[orgress.initially they said it takes 6 - 8 months. It is now 10 months and i still get excuses.
