My personal experience is that I waited a half an hour to be served in the home affairs department Randfontein. The customers are waiting while the officials are standing in groups talking on their cell phones and showing no interest in the customers. While attending to the customers everything comes to a halt while they send private text messages etc.
A regulation should be imposed for officials not to use cell phones during working hours to improve customer service. I almost missed paying as the cashier closes at a certain time, I would have to come back the following day because of their incompetency.
