Very poor service for tax paying citizens

I applied for my unabridged marriage certificate in May and was told the waiting period is 8-12 weeks. 7 Months later i finally get it, only to find my wife's surname (which now is mine) has not been filled in. How in GODS name can you issue a certificate without a surname, any fool can see that this is incorrect. Then you tell me it is your departments mistake, and you will re-print one in 3 weeks, well that was 5 weeks ago and now after many phone calls, no one can help, cause no one knows what is going on or where my certificate is. This Department should be called HOME DESTROYER, as i must now leave my wife and go overseas on my own, not ever knowing when she can join me, because of... inCOMPETENCE.
