Package Marked Refused by Recipient After a $1,200 Order

I was supposed to receive 3 packages from HP through FedEx. On the day of delivery, I tracked the package and it said it was on the delivery vehicle. A few hours went by and I got worried, because FedEx normally makes deliveries in my apartment community around late morning or early afternoon. To my surprise, it said "refused by recipient." I thought to myself that it was impossible that I had refused delivery of an order I had just paid over $1,200 for, especially since there had been no knocks at my door and no notice that the FedEx delivery driver had come.

I immediately called FedEx customer service to investigate, and the representative told me that the "shipper," HP, had requested the packages be returned to them and that I should contact HP. At this point I was furious. I called HP, and after 90 minutes of being bounced around to 3 different people and being placed on hold through the majority of the call, a supervisor who was most thorough in his investigation informed me that he had been told by FedEx that the delivery was refused because the "address was suspicious" and that the order was to be returned. Yet the second representative I spoke with and I were both told that the "shipper" requested the packages not be delivered.

The supervisor then placed me on hold again to contact FedEx personnel with more authority and power to fix the situation. After 20 minutes, he informed me that he had spoken with multiple executives at FedEx and departments within HP who could have set in motion a request for my order to be returned. The result of the investigation was that no such request was made, and FedEx falsely refused to deliver my order and still claims it was HP.

Now I am unable to begin my online classes for school on time, because I don't have a PC capable of handling the workload, and I had to wait until HP approves shipping my replacement order. I hope FedEx will deliver this time, before the first day of this semester. Never use FedEx or purchase from companies that do.
