Charged $9.99 for games never ordered, plus $200 cancellation fee

I get charged for games I didn't order, so when I noticed it and called them they said it was a third party charging it to my phone, so I said I didn't order anything, they did take the 9.99 off my bill, but it happened again after they said they blocked it from happening again, if I didn't notice it 9.99 a month would have been charged to my bill every month, the poor elderly who are on a fixed income and just pays it thinking it's part of there phone bill, what can be done about this from happening to unexpecting people, I don't understand how you can be charged for something you didn't order. I did cancel t moblible but had to pay 200.00 dollar cancel
