Jitney Buses Idling in areas they are not allowed

Everywhere I walk-in Jersey Town and around Diary Block I begin to see the mini vans or even the jitney buses that tell you Kennedy Blvd., Bergenline, and Ny idling for extended hours in places they're banned from parking, idling and sometimes even operating in. Also by wherever I reside in the Peak Plaza structures I observe jitney buses idling and playground by Hoboken Method in Hopkins Method.

I'm unsure if they're permitted there-but personally I think these vehicles shouldn't be permitted to playground where-ever they need. Such as the NJT the jitney buses must idle within the Diary Square shuttle terminal and delay their change to provide support. They lazy there using the police doing nothing to create them transfer. Once a jitney buses lay there for just two hours. It will not be forgiven.
