Pool Liner From Buffalo Damaged in Transit and Never Delivered

I ordered a swimming pool liner from Buffalo, NY, to be delivered to me on 6-1-10. I did not get it. FedEx returned it to the shipper because they damaged it in transit.
How about a courtesy expedited shipment from the supplier? No way, says FedEx in their Mexican customer service department. It is cool to damage other people's property and do nothing about it. What recourse does the public have? Go to UPS, I guess!!!
