Gun mags took me

I purchased a gunclip for a ppk walther. I found out that is was actually a ppk/s. I called gunmag and asked if i could return is and was authorize to return it. I never received a refund. When i called gunmag and asked for a refund i was told they had not received the return, but he would look in a box that it may be in. It wasn't there. He did not offer to check his inventory to see if he had a clip that was excess inventory or offer any other ideas, he just hung up. Who do you think lost the return, the usps or gunmag?
