Same modification documents submitted repeatedly over 18 months, harassing calls

Why does a person have to submit the same documentation 7 time, (Each quarter of the year) when you already have the documentation? For over 18 months I have been submitting documentation to Colorado, and it seems like they are lost. I call the 800 number, all I can find out is the Underwriter has the application, and yes they have all required documentation. And then I get another letter asking for the same things all over again. Why can I not talk directly to the Underwriter? Why do I have to deal with the harassing yes harassing phone calls from Chase?

I was told by one caller it was her job to harass the customers who were in the Home affordability program when they do not send in the full mortgage payment, but we send in what was told to us to send in. Why is not that amount applied towards the balance? It seems like Chase is keeping the money and the home owner is not getting credit for any payments. Now in the past 4 months my mortgage payments is being refused by Chase. No one will explain to me what is going on. Just harassing phone calls about the house could go into foreclosure.
