Advised me to return duplicated order package, then refused to refund full amount

I placed an order on Buy.com. Since their ordering through Amazon.com process is not clear, I clicked the order button twice and received a duplicate order. I contacted Buy.com to inform them. The customer service rep advised me to refuse the second (duplicate order) package. The package was delivered to my mailbox, so I wrote "REFUSED" on the package and dropped it off at my local post office.

Several days later I get an email saying they have refunded my money, but it is not the full amount. I contacted Buy.com and they "escalated" my case. The next day I get this email:

Thank you for contacting Buy.com regarding order#XXXXXXXX.

Below is the response of the Marketplace Seller PerfumeWorldwide. The package does not show any refused delivery and wehave received the package back. We cannot issue any refund. Thanks.

It was forwarded through Buy.com, but when I contacted them, they had no record of the email! They informed me that the third party vendor charged me a restocking fee based on their explanation above! That makes no sense to me! I am currently on hold, and have been for 54 minutes. The representatives keep transferring me because every one of them has no idea what's going on. I expect to get a full refund for the merchandise. You can bet I will NEVER deal with these people again! I will advise everyone I know to stay away from them as well!

HORRIBLE HORRIBLE customer service.
