$200 Deposit Not Refunded, $201.53 Cancellation Fee Billed

I cancelled my service with Direct TV. When I first got service, I was told by the customer service rep that I had to pay a 200.00 deposit to establish service. I did so. However, since I had the account there was always some problem with the service, basically the charges, so I cancelled the account after it was reported to me that a payment I sent in by money order was not received, even though the money order was cashed.
When I cancelled the service, they did not refund my deposit, but they sent me a bill for 201.53 even though I returned all equipment. They called it a cancellation fee.
