Why do they make dog toys that can be harmfull to dogs

I have purchased many toys for my small dog, and have had to return them because he destroys them in minutes, They are made in China like alot of other junk that comes to the US. I deal with Petsmart Inc, They tell me I should complain to company in China, but I don't care for that answer. We most stop this junk from coming into the US before an animal dies from these toys
