Wallpaper USA Decorate With Style Still owes me after 3 months

I ordered wallpaper and border totaling $99 in September. Payment was thru PayPal. They wrote back it would be several weeks before they could ship the order. I said cancel.By Oct 21 they still had not put my money back in PayPal and the person I corresponded with knew nothing about accounting. I called the accounting dept Oct 28. They said it would take about 2 months from the time I had ordered to get the money back into my PayPal account. It should be there by Dec 1. Well it is Dec 4 and it still is not there. I decided to see if anyone else had been given this run around and found this website. I wrote them and said Im reporting them to BBB and getting a lawyer.
