Card Received Jan. 19 With a Negative $16 Balance

I bought a temporary debit card for $45 plus an activation fee of $5, total $50, on Nov. 3. They said I would receive my regular card within 3 weeks. I have called several times to report that I did not receive the card. One time they said it was stolen. The next time they said it wasn't and that they had made a mistake and would send me a new one.

Finally, on Jan. 19, I received the card with a negative $16 balance. I called, and they said that I have been charged a monthly fee for the card that they didn't send me and that they can't do anything about it.
